URGENT IMMIGRATION UPDATE: The New Mandatory Housing Registration Portal For Expats in Vietnam 🇻🇳

Where To Register
If you are a foreign tenant living in Vietnam, it is critical that you transition to and update your registration on this new website immediately—even if you were previously registered on older provincial systems. You must go to the official portal below and complete this process:

In the past, luxury building management offices often handled this paperwork for tenants. Moving forward, most apartment management offices will NOT provide this service. You are now required to navigate to the website above and complete the registration yourself.
To successfully register, you will generally need to provide the following documentation:
- An apartment lease agreement with a term of at least 06 months[cite: 50].
- A valid Passport and Visa/Temporary Residence Card[cite: 51].
- The person requiring declaration MUST have their name stated in the apartment lease agreement[cite: 52].
The “Visa Run” Golden Rule
We recently spoke with representatives at the Immigration Office to get clarity on how this impacts our expat community. The golden rule moving forward is that you must update your registration on this link every single time your immigration status refreshes.
This means a new declaration must be filed online:
- After every “Visa Run” (when you leave the country and re-enter with a new entry stamp).
- Whenever you receive a new 3-month or 1-year Visa.
- Whenever your Temporary Residence Card (TRC) is renewed.
⚠️ CRUCIAL ENFORCEMENT WARNING
Immigration is cracking down on timelines. Retroactive declarations/backdated residence declarations will not be processed[cite: 55]. The actual move-in date/residence commencement date will be recorded and declared accurately to the relevant authorities[cite: 55].
Therefore, the Owner, tenant, and resident shall be responsible for the completeness, accuracy, validity, and effectiveness of the information and documents provided for temporary residence declaration in accordance with current laws[cite: 60].
Your building management shall NOT be responsible for cases of late declaration, invalid documents, inaccurate information, or any issues arising from handling by the authorities due to the Owner/tenant failing to provide sufficient information or failing to complete the declaration within the prescribed timeline[cite: 63].

Trước đây, ban quản lý các tòa nhà cao cấp thường hỗ trợ khách thuê làm thủ tục này. Tuy nhiên từ nay về sau, hầu hết các văn phòng ban quản lý chung cư sẽ KHÔNG cung cấp dịch vụ này nữa. Bạn bắt buộc phải truy cập trang web trên và tự hoàn tất việc khai báo.
Để đăng ký thành công, bạn thường cần chuẩn bị các giấy tờ sau:
- Hợp đồng thuê căn hộ có thời hạn từ 06 tháng trở lên[cite: 12].
- Passport và Visa/thẻ tạm trú còn hiệu lực[cite: 13].
- Người cần khai báo PHẢI có tên trên Hợp đồng thuê căn hộ[cite: 14].
Nguyên Tắc Quan Trọng Khi Gia Hạn Visa
Nguyên tắc quan trọng nhất từ nay về sau là bạn phải cập nhật khai báo tạm trú trên hệ thống mới mỗi khi tình trạng xuất nhập cảnh của bạn có sự thay đổi.
Bạn phải khai báo trực tuyến lại trong các trường hợp:
- Sau mỗi lần xuất cảnh và nhập cảnh lại (Visa run) với con dấu nhập cảnh mới.
- Bất cứ khi nào bạn nhận được Visa mới (3 tháng hoặc 1 năm).
- Bất cứ khi nào Thẻ tạm trú (TRC) của bạn được gia hạn.
⚠️ CẢNH BÁO XỬ LÝ VI PHẠM
Cơ quan xuất nhập cảnh đang quản lý rất chặt chẽ. Không thực hiện khai báo hồi tố/khai báo ngược thời gian lưu trú[cite: 17]. Ngày vào ở thời điểm thực tế nhận cư trú sẽ được ghi nhận và khai báo đúng thực tế với cơ quan chức năng[cite: 18].
Do đó, Chủ sở hữu, khách thuê và người lưu trú chịu trách nhiệm về tính đầy đủ, chính xác, hợp lệ và hiệu lực của các thông tin, giấy tờ cung cấp phục vụ việc khai bảo tạm trú theo quy định của pháp luật hiện hành[cite: 22].
BQL KHÔNG chịu trách nhiệm đối với các trường hợp chậm khai báo, hồ sơ không hợp lệ, thông tin sai lệch hoặc các trường hợp phát sinh xử lý từ cơ quan chức năng do Chủ sở hữu/khách thuê không cung cấp đầy đủ thông tin hoặc không thực hiện khai báo đúng thời gian quy định[cite: 25].
